Businesses and professional services should be heading back into the central city and not look to establish themselves in the western suburbs. This is the view of the FendaltonWaimairi Community Board which say the city council should not keep handing out special earthquake permits that allow businesses to stay in the suburbs. The board has the backing of Riccarton-Wigram Community Board chairman Mike Mora who said it was time the city council had a “serious” look at whether permits needed to be issued. “They were a temporary solution to allow what is not normal practice,” he said.

After the February 2011 earthquake some businesses and professional services that were in the central city had to relocate into the suburbs to continue trading. To do this, a special permit was required because the district plan does not allow commercial operations in some suburban areas. City councillor and community board member Jamie Gough said there were plenty of office buildings in the central city and no reason for businesses to keep draining the infrastructure of the suburbs. “We have an oversupply of offices in the city now, rents are decreasing while office quality is on the rise. “We are at the end of 2015 I don’t think anyone can say we are in an imme-
diate recovery stage anymore which is why those permits came about,” he said. Over the last six months, 22 temporary accommodation permits have been approved in the city. “The car parking situation is a classic example of why businesses need to move back into the city centre,” he said. He said the temporary permits should be phased out earlier than the scheduled date of April next year. Mr Mora said communication from city council on how many permits were being allowed had ceased. “We have not been notified about them happening for about a year. We used to get three of four a day but now we don’t but the activity is continuing. We have
had lifestyle blocks that have turned into contractor’s yards,” he said. Savills manager Ryan Geddes, which leases office space in the central city, said it was time for businesses to get back into the central city. While the office space was more expensive to lease than pre-earthquake commercial premises, they were better quality, he said. “You are renting a brand-new building that is much more efficient than if you were renting a 20-year-old building,” he said. City council acting resource consents unit manager John Gibson said the city council is required to consider each temporary accommodation approval application on its merits.

Asbestos found at Kyle Park Kyle Park in Hornby has tested positive for asbestos forcing the city council to take immediate action. The city council cordoned off sites that tested positive for asbestos but has no immediate plans to close the park. Canterbury district health board medical officer of health Dr Alistair Humphrey said the risk to users was “close to zero”. The sites are located on the perimeter of the park and are not areas where sporting activity takes place.
City council parks unit manager Andrew Rutledge said the city council has taken several steps to remediate the sites. “Temporary fencing has been erected around the sites to minimise any soil disturbance. We are asking that all people adhere to this fencing and refrain from entering these areas,” he said. “The only testing so far in the sports field has shown no sign of asbestos, but we are taking a precautionary and prudent approach to testing to ensure we have full
understanding of the park’s soil makeup. “We currently have no evidence to justify full closure of the park.” “We will be carrying out regular monitoring going forward to ensure the quality of the mulch remains intact and no further issues arise,” he said. The sites, currently comprised of trees and plantings, underwent recent asbestos testing by city council contractors. Results show evidence of asbestos fibres present in the
soil where the gardens are situated. Mr Rutledge said further precautionary testing in the remaining areas of the park will be carried out. “The only testing so far in the sports field has shown no sign of asbestos, but we are taking a precautionary and prudent approach to testing to ensure we have full understanding of the park’s soil makeup. “We currently have no evidence to justify full closure of the park.” Mona Vale Homestead is on schedule to be repaired by the end of June. Work to repair the iconic Fendalton Rd landmark began on January 30 this year. The building will be returned to the same condition it was in before the earthquakes with $2.8 million of repairs. City council senior project manager Richie Moyle said the community is “crying out” for the return of the popular venue. “We have been working very hard to make sure we can keep our competion date for the new tenant in July 2016,” he said. TOILET BUILDING FIRE Fire crews from Addington and Sockburn responded to a toilet building on fire in Westlake Reserve, Halswell. The fire was small and did minor damage to the building. The toilets remain open. A fire communications spokesman said the fire was being treated as suspicious. MAN TAKEN TO HOSPITAL St John sent an ambulance to Middleton Park in Goldern Elm Lane, Riccarton, on Tuesday after a man was injured playing touch rugby. The man, in his 20s, was taken to Christchurch Hospital around 7.30pm, with minor injuries. WOMAN HURT IN CRASH A St John ambulance and rapid response unit attended a crash involving two cars on Avonhead Rd on Wednesday. The crash happened at 10.15am and a woman, in her 70s, was taken to Christchurch Hospital with serious injuries. TREE FACES THE AXE The Riccarton-Wigram Community Board has approved the removal of a douglas fir tree beside 9 Halswell Junction Rd. This went against the advice of city council staff who recommended to the board the tree not be removed. The board decided the cost of removal be borne by the applicant.

your local Views Wendy’s should maintain family-orientated setting RiccartonWigram Community Board member Debbie Mora Wendy’s application for its alcohol licence has brought major concern to me as a member of the RiccartonWigram Community Board where community groups have spoken out against this for so many reasons. Others on the board also feel very strongly about this. Wendy’s poster girl is a young girl with pigtails, depicting a family-orientated setting. On the history page of the Wendy’s website you will find out that this restaurant was named after the owners’ daughter, and they wanted a family focused fast-food outlet. There is no mention of bringing in alcohol to the `family dynamic equation’. New Zealand Wendy’s is family-owned and operated. This is a fast-food takeaway where families want an envi-
SOAP BOX ronment free of alcohol. Wendy’s in Hornby after closing time of other retail outlets is a drawcard for some to utilise the large area for quite obvious reasons. Sports advertising has restricted alcohol advertising for a reason. We don’t wish this alcohol issue to re-invent itself via family orientated fast-food chains. We as a community desire alcohol free fast-food places and do not wish to set a precedent here. Hornby in particular has many other places licensed for alcohol consumption. We need to look after our city and our people, and discourage this climate of introducing alcohol for easy consumption.

Here are what some readers thought about the decision by the fast-food restaurant. Michael and Patricia Joseph: As you walk around Christchurch suburbia there are many liquor outlets. There are constant complains regarding the easy availability of liquor. In supermarkets many go through the checkouts buying it as a matter of course with their groceries. Police are constantly rounding up drunken people. I know an older man who has to be taken home many a night. Police are not caregivers for those who overindulge. People making a profit from alcohol are numerous. Fast-food outlets need not
be another. To grant a licence to one leads to many. What happens to young people . . . why should they be exposed to it. There are the sports clubs which make it part of their culture, their own peer groups as they grow up, workplaces, even some retirement villages. In view of the rising epidemic of the drinking culture and also those who are bravely trying to come out of this addiction. My husband and I would like to strongly oppose this application. R W Williams: Fast-food restaurants are aimed at young people and families. There is absolutely no place for alcohol to be associated with these outlets and their customary patrons and creating a precedent by allowing Wendy’s hamburgers to serve alcohol from 8am to 11pm, would be a disaster for the area, for the clientele and for the professional
services having to clean up the mess that would follow. Wendy’s certainly wouldn’t be responsible for the subsequent issues that followed if they were granted a liquor licence. R J Vaughan: Why would a United States-Dublin based company, which removed carbonated drinks from their kid’s menus in late 2014, want to introduce alcoholic beverages for adults into a Wendy’s family restaurant? Wendy’s is such a responsible brand. Come on New Zealand franchisees, look at your commitment to honest food and responsibility initiatives, and give the kids and their families a break from the liquor! Mark Westaway: Allowing fast food to sell booze is a double negative. First of all most fast food is horrendously bad for you ( in most cases). Alcohol should be less available for the same reason.

This “a cappella”, fun loving, group is always looking for ladies who love to sing, and especially ones who sing alto. CHRISTCHURCH BRIDGE CLUB The Christchurch Bridge Club has been running since 1952 and has about 850 members from all over the city. Members are all ages and skill levels, with the oldest being 96-years-old and the youngest being 14. The club is open every day, with games being played Monday to Friday from 7.30pm at 21 Nova Pl, in the central city. As well as the weeknight games, the club holds tournaments on the weekends, usually with one tournament a month. There is free tea and coffee during games. Members pay a fee of $80 a year and $7 every time they play. The club is always looking for new members of all skill levels. Anyone interested can phone the club office on

This week they will meet at The Princess Margaret Hospital, and will be walking up the hills and around the Ellis track. The club is very social, and is always looking for more members. Opposition against a fast-food restaurant’s controversial plans to get a liquor licence is gaining momentum. A community meeting will be held tonight to gauge the public’s feeling towards Wendy’s bid to serve alcohol at it’s Hornby restaurant. Wigram MP Megan Woods has waded into the issue by organising the meeting at the Hei Hei Salvation Army today. Dr Woods has been inundated with people wondering what is going on and how they can make their views heard. A bid to stop the licence application has been spearheaded by Riccarton-Wigram Community Board chairman Mike Mora. Wendy’s wants a liquor
licence so it can sell alcohol from 8am to 11pm seven days a week. The Salvation Army and others in the community plan to make submissions opposing the application. But Wendy’s says it has no intention of allowing its Hornby restaurant to take on a bar-like status. The company’s chief executive Danielle Lendich says Wendy’s is part of the community and will carefully consider the views of the community. She said it was not unusual for family restaurants to serve alcohol, like Valentines, Denny’s and Lone Star. Ms Lendich said Wendy’s wanted their customers to be able to enjoy a beer with a burger if they wanted to. “It is Wendy’s view that responsible consumption of alcohol in a family restaurant setting is a positive outcome and we have every confidence
that we will sell alcohol safely and responsibly,” she said. “Our intention is to have a limited alcohol menu of mainly beer and cider and there will be low-alcohol options as per the requirements under the Sale and Supply of Alcohol Act 2012. All non alcoholic beverages will still be available and alcohol will not be served on drive-thru and for takeaway, only for dine-in guests. “Our principal business will remain the provision of meals to the public and we have no intention of becoming a bar or hang-out where people sit all night and drink beer. “We will have policies that allow alcohol to only be served after a trained and qualified supervisor has authorised the sale. The licence would only allow alcohol to be purchased with food – we will not be serving alcohol to people wishing to have a casual drink without food.”

FIVE TREATED AT CRASH SCENE Two St John rapid response units and an ambulance were sent to a crash scene on the intersection of Springs and Halswell Junction Rds on Thursday. The crash between a car and a truck happened around 6am. Five people were treated at the scene with one person taken to Christchurch Hospital’s emergency department in an unknown condition. International business scholarship for former Middleton Grange student Former Halswell resident Kathryn Keir has been awarded an international business scholarship. The third-year Auckland University student has been named as a recipient of a Zonta International Jane M Klausman Women in Business Scholarship for 2015. The scholarships, first awarded in 1998, are open to women pursuing an undergraduate degree in business leading to a business management career. The $US7000 scholarship is awarded to students of outstanding achievement and future potential in their undergraduate or masters studies. At Ferrymead the pupils were welcomed by Cindy and Robert and were told about some old fashioned rules, such as “ladies before gentlemen” and children walking in lines. The children had the opportunity to dress up. The girls dressed in pinafores
and the boys dressed in waistcoats and caps. They then split off into three groups and rotated around three activities. The pupils baked chocolate button biscuits, and saw the massive oven in the bakery. They also played lots of games with toys from yesteryear such as an old tricycle, magnetic fishing game, galloping on hobby horses and playing with a puppet.
A school day learning with grandparents St Bernadette’s School pupils invited very special guests to school last week – their grandparents. Each child invited their grandparents to come along in the afternoon to show them what modern learning is like and to spend time with them. Grandparents were encouraged to bring along something special – a game, book or craft. Principal Josephine Smith said October is their traditional month to remember grandparents. “The grandparents love seeing
the learning and the many forms this comes in, often it is very different to their own school experience,” she said. “This year grandparents were invited along for the afternoon to spend time in the classrooms sharing activities and learning with their grandchildren.” The children showed their grandparents what they have been studying during the year, including how they use digital devices for learning. They also had various activities happening including painting inspirational quotes on
stones, playing board games and sharing stories. “The children love hosting their grandparents and are so very proud to share aspects of their school life with them,” Ms Smith said. Every grandparent who attended entered a lucky dip draw for a book as part of the Duffy Books in Schools Programme. “We annually hold an event as we all love and appreciate our grandparents, they are valued members of our school community and families and whanau,”Ms Smith said.

Taking shopping experience forward earns student award Tinkering around at home with electronics has paid off with an engineering award for a Burnside High School student. Nathan James was the overall male winner for his iDispense Master Bulk Bin Vs 2 design in the annual Bright Spark Awards in Auckland on Thursday. The bin gives shoppers the power to choose how much product they want and at what cost, rather than using hand-held scoops currently available in supermarkets. With his iDispense prototype, an app can be downloaded onto a shopper’s phone or the supermarket could have an iPad in-store for the customer to weigh and price out how much their product has cost. Nathan has been a finalist for the last five years and it is the second time he has entered his iDispense design, this year it won the category. “This is my third prototype. My first was completely different, the second was a bit better and this one is pretty much on track. I’ve got it down to about one gram accuracy which is pretty perfect,” he DOUBLE WIN IN said. Zonta recognises young athletes
Secondary school students from the south-west of the city have won awards at the Zonta Sports Awards on Thursday night. Out of 50 finalists from the area, there were nine winners and four highly commended recipients over six categories. The awards evening was held on Thursday at the Hornby Working Men’s Club. Middleton Grange School athletes won three categories. William Stedman, Olivia Podmore and Sam Timmins won their categories. Christchurch Boys’ High School student Jack Leslie was joint winner with Sam for the most outstanding achievement by a young sportsman specialising in a sport. It’s been quite a quiet week so it’s time for a little lecture. We have spent the last 25 years extolling the virtues of smoke alarms. We still do. And we’ll never know for sure the numbers of times a working smoke alarm has saved a life. We do know that statistics tell us we have fewer fire deaths now than then and we like to think smoke alarms are a significant part of that. But smoke alarms only are just half of the story. Sleeping with bedroom doors closed is strongly recommended. I know of two incidents where young children have died where I am absolutely certain they would have survived the incident by having the bedroom door shut.
On hearing a smoke alarm somewhere in the house and touching the closed door you will know if it is dangerously hot on the other side. If the door is cool, kneeling or bending and cracking the door will ensure if there is smoke, if so it is likely to be above your head. If the way is clear you go and investigate. It might be no more than toast cooking. A second way out, via the window needs to be planned for. Once out you should let everyone in the house know there is danger by shouting and banging. Having a meeting place means all occupants will be aware each other is safe. And phoning 111 from that safe place or the neighbour’s finishes it all. It’s called a home escape plan. Have one!
Knowing Your Rights
Problems getting goods delivered? Thought you’ve got a bargain online and then its never arrived or taken forever? Sadly, this is a familiar scenario for us. Recently Lisa contacted us after the tickets she ordered for a jazz concert didn’t arrive until after the performance. Unfortunately, these sorts of issues have often been very difficult to resolve, with the seller blaming the courier and the courier company blaming the seller with the poor consumer stuck in the middle. The courier company has obligations under the Consumer Guarantees Act to provide their service with reasonable care and skill, which should include timely delivery of goods. In this example (as in many other cases) the courier company claimed that the delay in the delivery of Lisa’s tickets was outside of their control, leaving Lisa with few options apart from taking them to the Disputes Tribunal. The good news is that this is that from the June 17, 2014, changes to the Consumer Guarantees Act came into place
which means that consumers are not left stuck in the middle between the supplier and the courier company. One of the key changes is a new guarantee of delivery, which means that when a supplier is responsible for arranging the delivery of goods then they must ensure that the goods reach the consumer in the agreed time period (or a reasonable time if no time period was agreed). As with all the protections provided by the Consumer Guarantees Act, this guarantee only applies to goods bought for personal use, from a trader based in New Zealand (so not for overseas purchases or private sales). The upshot of all of this is that if Lisa had this problem after the June 17, 2014, then she could have gone directly to the seller of the ticket (a ticket company), who would have had to sort out the problem and refund Lisa’s ticket.
